Information about EPMA's divisions
Director – a head of the institution – organizes the work of the Agency, makes decisions on all issues related to the activities of the Agency and is liable for the activity of the Agency and for the implementation of the tasks assigned to it. Once a year, he prepares a strategic plan and provides it for the approval as well as represents the Agency. The director is under the subordination of the Minister of Environment of the Republic of Lithuania.
Assistant Director – helps the director of the Agency to ensure the efficient and effective management of the EU Cohesion Fund and Structural Funds and implementation of ISPA programme in Lithuania. He directly manages the heads of the Departments of Administration of Structural Funds, Water Projects and Waste Projects.
Departments of Administration of Water Projects and Waste Projects – prepares the plans for the implementation of the Cohesion Fund projects, announces tenders and carries out procurements, signs agreements and supervises the implementation of these agreements. Also Departments administrate Operational Programme for Promotion of Cohesion for 2007–2013 which includes supervision and implementation of projects funded by EU Cohesion Fund. The specialists of the Department make the reports on projects implementation and activities.
Department of Structural Funds – prepares and announces invitations to submit applications for funding from the Structural Funds. Department of Structural Funds evaluates and selects applications, concludes funding agreements and monitors the implementation of a project. Also Department administrates Operational Programme for Promotion of Cohesion for 2007–2013 which includes supervision and implementation of projects funded by EU Structural Funds (ERDF).
Department of Procedures – audits documentation of public procurements, ensures that projects reports fulfil EU Structural Funds, EU and Lithuanian legislation and proposes changes of project actions. The specialists of the Department schedule annual project verification plans, performs verification procedure. Also the specialists prepares internal processes and order legislation.
Finance Department – accounts budget of programmes, controls current finances, executes payments of the Agency administrated projects, participates in project verification procedure, prepares and distributes statistical reports for institutions. Also the Department accounts and executes payments of wages for the Agency officials.
Common Affairs Department – regulates correspondence of the Agency, ensures that information systems operates fluently and maintain internet portal of the Agency (www.apva.lt). Also the Department provides stationery and equipment for the Agency officials, organises public procurements, ensures that contracts, decisions of the Director and other documents fulfil legislation, analyses violations and ensures prevention of it.
Personnel Specialist – helps to determine demand for personnel, prepares responsibility description of the office, organises and evaluates selection of personnel, prepares documentation relating personnel issues.
Public Relations Specialist – monitors the media, prepares information for internet portals www.apva.lt and www.esparama.lt, prepares and distributes public information. The Specialist organises press conferences and public speeches of the Agency officials. Also the Specialist prepares press releases, initiate articles and communicate with journalists. The Specialist coordinates the content of the internet portal, publishes information editions (reports, brochures, calendars) and supervises publicity and information actions of projects administrated by the Agency.
