➡️EU Twinning project “Strengthening sustainable management of forests in Georgia

EU twinning project between Georgian, Lithuanian and Hungarian forestry civil servants resulted in recommendations to bring Georgia closer to EU forestry standards and practices
The project provided assistance for the Georgian authorities to accelerate bringing the Georgian forestry sector closer to the best European standards and practices. A number of thematic forestry areas was covered, such as legal and regulatory framework, institutional capacity building, best organisational and forest management models, reliable forest information and monitoring systems and sectoral communication. Specific elements of the prepared recommendations included the development of legal framework starting with a new Forest Code; establishment of an economically viable state forest management body; further development of the Department of Environmental Supervision; development of a National Forest Inventory, and better communication on forestry issues.
The project was managed using Agile Scrum project management practices adapted for public sector. Planning Meetings, Daily Stand-Ups and Evaluation Sessions were an integral part of Twinning project management to ensure continuous improvement. These practices helped the international team to improve its effectiveness by increased project control, enhanced progress visibility and exposure, it also provided relevant metrics and ensured higher team involvement (by forming self-managing and self-organizing team).

The event was organised in co-operation with TAIEX-REGIO PEER 2 PEER programme
The Workshop provided a forum for fruitful discussion and development of advanced solutions to the bottlenecks faced by public institutions in terms of daily management of human resources when administrating of EU funds.
„Institutions should adjust their management practices to encourage employees to be more focused on results and to develop a more accessible, flexible and effective system. This Workshop proved that challenges of different countries are the same. The event was a concrete instrument to exchange best practices and to develop solution together for an advantage of all parties” – commented Mr. Dainius Kazlauskas, the substitute director of the Environmental Projects Management Agency.
